My account is closed at the moment. If I were to return to play, I would have to reactivate and play 12.99 and then if I wanted SA I would have to pay 29.99 as well? Or is there a 30 day game activation with it?

It's either 43 or 40. You can get a SA enabled new account code for $39.99 off the same site offering the upgrade. I'd say pay the extra 3 bucks and upgrade your old account. At least that way you're not starting from scratch.
