I think someone posted in another thread where they were found. It was new undead of some sort, if I recall correctly.

Medusa - nope - done once
Stygian Dragon - nope - done atleast 3 times

Undead Gargoyles is what the other thread said. I believe they're the 3rd tier of the Abyssmal Undead Champ, but I suspect these creatures can be found elsewhere.

The undead gargoyles are also found in Medusa's lair - but they only give circle 5 and 6 spells.

Still looking for 7 and 8.

It is not Narvey or the Thief in the tomb... I have done dozens of both.

Also completed 2 Medusa's with nothing on her.

Skree use mysticism and it seems to me Undead Gargoyles might too, though I haven't fought them myself. What other high end creatures might use mysticism?

I solo killed (got 100% of the loot) a few of the Renowned rat bosses which use Mysticism, and no scrolls either.

I am starting to think you need 10,000 loyalty or be a gargoyle to get these items. It's unbelieveable that the scrolls would be this hard to find.

Since scribes can copy them, the devs can make them as rare as they want - sooner or later, one will be found and sweep through the game.

It's not the loyalty... I've been past that mark for 2 days now...

I suspect they'll either be introduced as an NPC quest reward, or from an EM event.
Ultimately, as soon as the first few are found, they'll spread pretty much virally.
