Anyone have details re: Craftable Soulstone Frags?

I noticed two days ago while making some empty venom vials that we can now craft soulstone fragments. All I know about them is that they are one use only. Does anyone have any details, i.e. what ingredients and where to get them, and if the soulstones, once crafted, are account bound to the crafter?

2 crystal granules....someone said they come from the crystal fragments u find on the ground in shimmering effusion, and 2 void essences...not sure what you get that from but i "assume" its from the void monsters in ter mur

No, it's not account bound if I recall correctly. Since its only a one charge item, I'd assume they are tradable.
