I wouldn't be so sure, it's still new content and in the playguide it appears under the SA heading. I guess we'll find out later today / tomorrow.
And I am waiting for the same thing for imbuing. Would hate to make jewles that can only be used on upgraded accounts. Was only going to upgrade crafter account and would **** me off if my tamer couldn't use imbued items.

Well I know you don't have to have SA to "use" the scroll binders, but you need it to craft them. I would assume the same is true for all the other craftable items, tho I can not be sure.
