To answer your question, Inquis and Orny are owned by Shak...Monolith is currently deployed right now and not expected to return this year (or so i hear from TNT). Dont know how long it has been since you played but the faction gear trumps all that other ****. I would just spend a mill there to get completely set up.
I do not think those thigns were blessed via exploit; Long ago, well before aos, we had a reward program going that gave people item bless deeds. Someone had used one ona particularly nasty old schhol kryss but There were sure to be others floating around.
