Does anyone know if the chances of getting mods on scrappers is based on your real magery skill or can you be jeweled up to 120?

There is also a rumor that if you jewel/item above 120 magery that it also increases chances that much more, although this is one that would be almost impossible to prove/disprove without actually looking at the coding.
Not forgetting that eval has an effect too.

Is it true that talismans have no effect on the mods you get, just the change at successfully created it? I'm at 120 eval, 100 inscription and jeweled to 120 magery... I want to make sure that I have the max chance at making modded scrapper's.

That's correct, talismans only increase your chances at creating the item successfully, and have no effect on the mods.
I wish they would change that.
