Is there a point in buying Spellweaving scrolls?

I thought you had to do quests to be able to use the spells anyway?

The ability to the use the skill you must quest for. Then there are 2 spells, summon fey and summon demon, that you must quest for. the others are dropped as loot.

If you notice, he is buying spellwaving scrolls. Those are probably quite rare. The skill sounds quite dangerous, too. "Help, there is a crazed mage here, and he is waving a spell!"
