That's standard safety construction design for gargoyles since they fall down the stairs lots.

As Crysta mentioned, a lot of the tile sets are incomplete. There are also some very buggy floor tiles that you cannot step onto if going from south to north and upon which you could not place deeded items (fireplaces, iron maidens, bed of nails, etc.). They are the tiles circled in red in the screen shots below:

This is the house I had on Retribution prior to last Friday's shard wipe that was built with new floor, wall, and arch tiles (there seem to be no new roof tiles):
