Very unlikely.
7th character slot is a paid upgrade same as increased storage. I dont think they will be giving it out for free, unless they have another one for sale e.g. 8th character slot.
A dev said that the 7th slot was suppose to be with SA, but they released the slot early since SA got delayed. I think the slot will be available with SA but I'm in no way sure.

I think he was referring to the paid 20% storage increase (which brings you to 40% total with the ML increase) available on UOgamecodes.com that you can buy with or without the 7th character slot.the 20% storage was included with the ML expansion

i did not know you were able to go to 40% i thought 20 was the limit. So if i go buy the extra 20 upgrade it will add to the 20 i laready have?

I have two accounts one with all the paid upgrade the other with just SE with no other upgrade. I was planning to purchase ML upgrade for it but luckily now I have it for free.
I did receive 20% storage increase to the side account while my main account has 40% storage increase. I highly doubt it that 7th char will be included in SA for free.

That doesn't really give a definate answer, that could be referring to a possible 8th character, instead of the 7th character that is available for purchase.
