Sorta, if I remember right, you got it from creating a new char with KR and going through the beginner KR quest.
Konge is correct - with a new character, there is a "walkthrough of how to do a quest" quest when you come off the dock where are asked to pick up a worn katana off a bench, mark it as a quest item and turn it in (getting it back as a reward).
(actually the katana respawns every few seconds so someone can create a single new character and fill their backpack with these)
