My guildmate spent weeks not getting anything, then suddenly in the span of a week he got five. Good stuff.
I dunno but if they did it seems to be working much like Michael's virus in Office Space.
Pub 59 definitely changed the frequency and quality of the rewards. For BOD's, we are still trying to fully understand the change, but it appears most BOD's have a chance at getting something better than the normal reward. For Heartwood quests, the frequency of runics has definitely improved.
On a japanese fan site they have a list of possibly changed bod reward.
If i remember correctly 20ct exp verite chainmail lbod now give verite and val hammer (used to be 20ct exp val plate reward)
Judging by the upcoming imbuing, runic kits really shouldnt be rediculous to get.
Unfortunetely the fan site i am refering to has no official info on this matter neither. Its purely from user reported info, and if enough players reported something they list it. Hope it helps.

Looks like it's back to normal so far. TOT ended more people back into doing the quests and the hope for easier fletching rewards has made the RNG spread again. Almost 100 k boards 1 oak 2 ash 1 yew no heartwood. Thats just experience in the last couple of days. Much different from last couple of weeks during the tot event when everybody was too busy to do them.
didnt they mention something about a point system for the rewards, in the house of commons?

There *is* something going on - reading this, I tried my luck and voilà, got my first heartwood kit around the 2000 boards mark. When I last played (I had a 2-years hiatus) I wasted 100k boards or more and I got a Yew and an Ash kit for that...
this was all I could find in the HoC log, Fluttergirl.... what numbers Basara is talking about, I haven't a clue
Zephenia - *Basara* Question concerning crafting: Are the recent BOD changes permanent, and if so, when will the point system entries in the Knowledge base for them be changed to reflect the new system?
Draconi - Ah! The lack of updates to the Knowledge Base may be confusing - so let me clarify! Yes, these are permanent (for now!) and I'm sure our wonderful community representative and her cohorts will be happy to get that information updated for your viewing pleasure
