The bandages used to be considered semi-rares back in the day. They're still fairly common, although I don't know if they spawn anymore. They used to come from dungeons, either monster loot or in barrels. As for value now I don't know, but I wouldn't think much, I've got 2 lots kicking around.

You can make those using some of the bandage summoning talismans.
