Tokuno is a sovereign kingdom ruled by the Empress. It used to be a direct part of Sosaria before Mondain was slain, it was known then as the Lands of Danger and Despair. (Three entire continents disappeared when the Stranger shattered the Gem of Immortality.)
The Lost Lands and Malas are the only areas which Britannia has ever asserted any kind of claim over. Ilshenar is unclaimed, except for the gargoyles of Ver Lor Reg.
The Ruling Council was left in charge of Britannia when Lord British left for the Void, Clainin was part of that Council. Since the massacre, and the blatant murder of Clainin, the original claim to power was lost and Casca claimed the throne. The idea that a new Council was so rapidly formed, or that they would name him King, is absurd.
Casca has no more power in Tokuno then any other citizen, and I hope the Empress responds negatively to the usurper’s latest decree...

As an aside, I really hope they address the dangling plot threads... I.E. Ricardo - he was sentenced to death two years ago, that’s 24 Britannian years... Captain Avery has not had a trial, and rots in the same secret prison as Ricardo. Aileen went into hiding, and Sherry has only been seen or mentioned a few times. Time to start tying the loose threads up before the Abyss opens.. (Heck, they still need to officially say what happened to Dawn)
