FYI, powder of forts are far easier to obtain.
Also, there are many plausible reasons. For example, maybe I would like to dye one for role playing purposes?!?!

If you wanted to dye one and use it for role playing, most likely that item would be in little danger of taking heavy damage.
Likewise, while it may take you a while to harvest one yourself, there are plenty of other players who I'm sure would be willing to sell one to you for less then a jar of PoF. They became somewhat rare/valuable during the Spring Cleaning event, but that ended some time ago. Now players either put them on venders for pocket change or drop them at the bank (assuming they bother to drag them out of the dungeon they got them from).
Anyway, the answer to your question is "no". It has never been possible to increase the durability of Virtue artis.

I tried and get a message saying I can't do that.
I don't think you can increase the durability for any of the 10th anniversary artifacts and it's by design.

Thanks for the help guys! Hopefully this will be fixed in the near future.
& FYI: I like using the crook with my macing shepard and I wasted a dye charge on one before I realized it was not fortifiable...
It's by design. Doesn't mean it'll remain that way, of course.
