I should REALLY REALLY just keep my mouth shut but...I can never seem to do that.
I would not be considered in Flutter's inner circle but I do remember her from long ago. In fact, I think there was a time in 2001 when I had the "Vampire's Tavern" thread going on the Catskills forum that I annoyed her so much with my "spam" it became a topic of discussion in UHALL.
Anyhow, I digress. Flutter has a point, eight or nine years ago it was a much different animal. I used to sell gold/accounts regularly and it was all a normal part of the game. eBay was filled with UO items on all shards, it was just business as usual.
Now, with billions of gold being duped, UO sales on eBay being disallowed and scamming at an all time high, it is good to have posts like this made to bring to light potential hazards (and complain about them of course).
OK, those are my two cents and as usual I probably should just STFU.

Personally, I'd block the ICQ spammer.
Beyond that, unless you can prove that this person is somehow exploiting the game mechanics to make the gold, then what they are doing, while annoying, is perfectly legit.
However, if there IS verifiable evidence that they are cheating within the game, then obviously, they should be removed from the game.
As I have consistently stated, do NOT remove people for selling gold, remove people for CHEATING within the game... as for ICQ, as stated above, put them on the Ignore List and be done with it.

So you didn't agree to his terms and that makes him a scammer. He clearly stated 1B+ only, and only accepts Western Union (I don't use PayPal either, and would probably tell you to go chew electrical wires if you insisted that that was the only way you'd pay. eBay can go rot in a bog.)

- EA Legal should purchase many of these 1B orders, with various identities (I'll opt in as one if ya' like, EA:L), put the sting on and sue the hell out of this dude & every urchin like him that is killing this game softly with their selfish cheating exploits...
If they can prove he illegally obtained said fortunes (for there could be ~some~ legitimate players that have amassed that much, and bravo to the legit... although I find it hard to believe that they didn't knowingly deal in illegal items to get beyond several billion, heh).

However, I sell a lot of UO items for cash and I'm in a good position of trust in this case. If he was able to sell gold at 0.25$ per mil, I would buy all of his stock overnight.
Is selling 400 to 500 mil to test the waters really not worth it for him in that case?

Let me add the following fact as well...
He sent me a picture to prove he had at least 1 billion in gold.
On that picture, 4 ICQ names were visible, 2 of which I was familiar with. I asked if any of those players would be ready to vouch for him and he surprisingly mentioned one of the guys I actually know.
I asked that person and he told me he was a real life scammer not to be trusted.

If they can make a living out of it, or even just pay their monthly fees by doing it, AND as long as they are not exploiting the game to acquire the gold they sell, why should anyone even care?
Eliminate the exploiters and let a legitimate marketplace exist. If eliminating the exploiters also eliminated 98 to 99% of the current people selling gold, then good. But get rid of the for the right reason... because they are exploiting, NOT because they are selling gold.
I know that if the effective "hourly wage" I could make would be above third world sweatshops, I'd be doing it as well! Since it is not, I wait and hope that the devs can figure out a plan to make the game better economically.
One thing I have learned growing up in life is that it is none of my business as to WHY people market or create a career out of certain things and that it is none of my business if someone else has more than I do. They are not due to be punished and I do not have claim on what they earned.
Like I said earlier about the OP's spammer... they would be blocked on my ICQ post haste simply because I do not like to be spammed, beyond that, it's between them and the GMs.

For Antzy: She is coming here to bring awareness to the situation. It helps things like this get shut the %@&% down sometimes.
Which is always a good thing, IMO.
And even if it doesn't shut it down...good for Flutter for trying, anyway.

I am just spreading awareness. People can do what they want with the information, or not.
