Anybody Know Why Shards Going Down?

Two questions:

1 - Does anybody know why all the shards are going down for maintenance?

2 - I know there is a site on the Ultima site where the would have this information but I don't have the link and couldn't find any information onthe pages I looked at. If anybody knows the page I'm referring to could you post it for me?
