The 8 faction Fell towns have guards zone again or are they still without guard zone?

I kind of like that they are still down, but unfortunately without the guard zones, people stopped going to the fel towns. And that means it cuts down on my stealing targets

So I want them back up! Bring back the guard zones so I can actually see people in towns again.

Yep, it was no big deal then, or a big deal now. The fun part is, a thief can't flag on a red, so when the reds come into town, they usually get chased out by thieves as opposed to bluebies...la
