Stuttering lag every 10 seconds, where I can barely move, and real bad slowness around other players? Been happening now for few months or more. Ping is average 64, no packet loss. And this is happening on all shards.

Do you have a home network where someone is watching YouTube videos while you play? What about wireless? Is someone siphoning off your wireless and eating up your bandwidth?

No. And I return to normal speed for a little, then lag up. Its like a cycle. Nothing running in background. No Viruses or spyware. T1 connection.
