Tent City Outside Luna?

So when did that little, tent city show up along the south wall just outside of Luna? What's it's purpose?

it officially was shown to us on the 2nd and I believe Airmid or one of the shard reporters will be making a official announcement of its uses and whats to come so I wont take away the thunder I may go take pics soon if someone doesn't though ;-)
