It just dawned on me as I am trying to accomplish the Humility Cloak quest tonight. 1/2 the cities are over run with really bad stuff. This is going to be very difficult. Let's see how many deaths I have shall we?

True Humility.. the cloak quest

It's been a while since I've done that quest...can you do it in Fel only? If yes, then you wouldn't run into any invasion forces.

No the cities are mixed. Some Trammel and some Felucca. Britain is hosed Trammel side on my shard. Skeletal Dragons and Ancient Wurms. And somewhere I need to speak to a waitress. lol
I think you normally find Maribel the Waitress near the provisioner's shop in west Britain.
I just completed the humility cloak quest and the NPCs respond if you are stealthing in animal form. It does involve bouncing back between Brit, Skara, Minoc in fel and tram. Best thing is to mark a rune near the NPCs so it is easy to get back. Whole thing took maybe 45 minutes (including the library quest).
Uoguide.com has the names of the various NPCs in each town which made things a bit quicker.

The worst part for me isn't the quest itself - it is the Friends of the Library Quest you have to do first. Giant PITA.

ya they really need to change that part, specially if you have one character already friended to the library then all the others in the account should be also. Or let that blasted tally they give you be useful for all the characters, it worthless except to let folks know you are a friend.

I did this quest with my miner and my tailor no fight skills very little armor. Minoc and brit were invaded and I had no deaths. The closest I was to death was at the library cause I had to do the quest to donate but it wasnt so bad. I had my mage go in in advance and mark all the npc spots. It was quick recall in then out.
