Rico, this has been a mystery since the beginning. It has nothing to do with card theft. It "may" have been related to item saturation, which is very unlikely - no one associated to EA at the decision maker level has ever been promoted or even retained for revenue denial. I do recall that prior to the site being opened, there was a contract bid for operation, i.e. it was outsourced. Unfortunately, I can't recall the source of this information. My guess has been/ remains that in the outsorcing process, ease of operation was lost to prioritizing profit for the host agency. I suspect they are paid by quantity of transactions, thus the cumbersome and restrictive process we've suffered through over the years. It needs to be fixed, period. There's no excuse for it.
