As far as i know they come from fighting that big dark knight in old haven.. But it can only be done in KR. Ive seen them for sale at around 3m and they got bought quick.
Since we don't have Haven on Siege, guess those items are not able to be received on Siege either. That's a shame...la

Siege is supposed to be a veteran shard and since this is a reward for doing a new-player training quest - well... the two just don't seem to go together...

The formal answer is that no, there isn't a way to challenge the Dark Knight on Siege.
Siege's timeline is actually different in this respect: no Haven, no conspiracy to cast Armageddon beneath Haven, and thus no New Haven or the Dark Knight.
I admit though, it is one of Leurocian's coolest inventions.
Doesn't need to be blessed, but it would be cool for new players to the shard. And someone being a newb to Siege would most often be a vet to everywhere else, yes? Just about everyone going to Siege would know what they should be doing already anyway. What needs to be done to train skills is the same across all shards.. Siege only has different rules when it comes to the gains themselves.

I paid 3 mil for mine, as well as the cost of a transfer token to get it from Atlantic to my home shard of catskills. Best money I have ever spent. Comes in very handy when training, and you seem to have hit a wall.

Unless something has changed, you do not even get the option to create a character on Siege with a new account. I believe there is a 30-day wait. I guess those new players going directly to Siege bought their accounts...
All you have to do is revoke your newbie status to get Siege to pop up on your shard choices...la

Sounds like veteran type knowledge to me... no true new player would get this through intuition...

The rest would likely still be taken care of appropriately.. either by being accepted by the community or... well i'm sure you can guess the other meaning. XD
