Shrouds no longer able to be dyed?

I dyed my Oak Leaf shroud I got yesterday luna white.

My friend got one today and it can't be dyed no longer. A dev team member also posted that it was intended to be able to dye them.

Was this changed?

okay. it looks like once you use powder of fortification on them you can't dye them. once you dye them you cant powder them also.

is that intended? there's a lot unclear about the new additions of the patch.

They aren't supposed to be able to be powdered... Must be a bug. May wanna report it.
