Here's a better pic of your book though I don't think it's actually a rare... more of a player made item from years ago. I have a similar item which I believe is also a copy of an actual EM book called "Thank You!".

So if it's not a book then what is it? There's more than one type of book in UO, your item is made using the inscription skill... unless the graphic ID isn't 17079??

Beware of books, even books with long titles aren't rare and can easily be made even now without any bug.
