Xorinite Observers in Britain

So... I just popped in to the West Brit Bank to drop off a JOL and found a Xorinite Observer just outside of Castle British. Took a quick run through and found a few more... I don't recall them being there last time I was at the WBB...

Has anyone else noticed the Xorinite Observers hanging around Castle British? I wonder what they're there for...
