I fear you may have been tricked by the human ship being a Tokuno design, the market isn't actually in Tokuno...
"The Floating Emporium, or Sea Market, is located south of Moonglow and north of Fire Island (almost directly between the two). The sextant coordinates are roughly 62 degrees 24`S, 132 degrees 54`W. "
You can't mark runes there either (although if you have a ship near the Emporium you can recall to that), if you are around in UO this evening shout over general and I'll try gate you there, I have a mage at the Emporium at the moment who can open a gate to most other towns.
