In the garg city is a couple of quest givers, an alchemist and apprentice. Some of their quests require you to give one of them a stack of 20 ingots for them to inspect, which look like that afterwards. The result of those quests, depending on which one is done, gives a potion that turns up to 500 of one particular ingot type into another. First one you can get is dull copper to golden.
