Atlantic I would say is definitely the most populated shard. Some people even say over populated. This doesn't always mean it's the best shard.
A lot of the less populated shards have fantastic long term communities and players. Drachs is a fantastic example of a great bunch of players and very helpful in terms of helping out new players to the shard. (from my own experience)
When I returned a couple of years ago I made a character on each shard and spent about a week playing on each one to find out which one I liked the most.
