Its right above the Luna bank east exit, go to the stables take the stairs up and walk out to where it is.

Don't need to run all the way up, just click statue at the bottom of the stairs of the bank and it teleports you up there.

@Parnoc yep, and the one on top will send you back down. I think Sonoma is the only shard that has that. One shard I visited had a red gate up there but you still ran all the up. It is funny that none of the Asia shards are up there.
