Unable to place a boat in Ter Mur?

Every time I try to place a boat at the docks above the royal city, it tells me 'I can't reach the water from here', even when standing directly on a water tile.

Can we not use boats in Ter Mur?

As Ter Mur's seas have drained off the void-eaten edges of their world, the remaining lakes and streams have become too shallow for boats to be placed.
