Swing Speed Cap

I thought I read somewhere that the fastest you can swing a weapon is 2s, is this true? Just curious what it means if you get a weapon that has a swing speed of 2.0 secs and has a 25% swing speed on it if the above is true.

The fastest you can swing is 1.25 seconds.

With a 2 second weapon, you can swing at 1.25 seconds by having stamina or by having a weapon with swingspeed.

Each 10% of swingspeed subtracts .25 seconds. Every 30 stamina subtracts .25 seconds.

So, with a 2 second weapon that had 10 SSI, you could swing at the cap with 60 stamina.
