I think you should be able to choose which side you want your steps on. Has this idea ever been mentioned by the game designers ? I mean have they ever said that they would do it or wouldn't?

I dont think that they will ever do this as adding east side steps could cause the 1 tile no build zone between houses to become blocked. I'm sure it would throw up a few issues.
