Stealing??

So when I hit the stealing skill it does not give me a cursor to target anything and just tells me I can't steal that - not sure what that is...
Any advice?

Right click on the stealing tile and check the target setting. Make sure it is set to "Cursor". It sounds like you have it set to self, or current target.
