It's not confirmed whether it is coming.
But if it is, I'd say it's this coming publish.

I believe the snow requires a patch not a publish, So be on the lookout for a patch!

A patch to either the map files, or the art files, depending on how they do it.
Odds are they'll roll it in the the seasonal event publish/patch.
