[Throwing] Skill / Hit Chance

I have my mage garg using a boomerang with spell channeling, Mage Weapon, Mana Leech and 50% Hit Lightning. Would be a nice addition to my casting...if I could hit reliably.

My mage has no skill points in Throwing...I'm relying on the racial bonus. Anyone have any idea what that equals out to in terms of skill points? 20? More (hopefully)? And how would that relate to hit chance?
