Its on the Great Lakes Shard and I have logged out with them in my pack and they didn't change.

This is incorrect for this deed. The Large Smithy Deed can be transferred across shards and you can logout with it. It was missed in the coding.

I have owned 2 , transferred both from cheesy to atl and have logged out with both. I even double clicked them to use, but nothing happens.
