It is impossible to roll DI with reforging if there is already the DI40 from exceptional weapon. Thus it is impossible to get DI50/60/70 with reforging if you do not remove the DI40 with a whetstone first.
It looks like a bug to me, as it was my understanding that the whetstones were designed to be able to remove the DI for mage weapons, not as a prerequisite to reforging higher DI.
Considering the randomness of reforging weapons and how hard it is to get whetstones, there is no way someone would use 50 of them to reforge a decent piece.
