[Price Check] Red Armor Parts? Where are they from, how much is it worth?

I found these Armors Parts in a fallen House and have no clue where they might be from.

As far as i can recall, faction Guards used to have them.. is that true?
How much could they be worth? Are the legal?

They have normal names and resists like the npc items

The red is cool as is the kinda coal leather, can be imbued, im working on getting a mage suit that colour.
