[Fishing] Rare fish question

I've been fishing in the Twisted Weald for a couple of hours now (three or four?) and I've caught 4 Unicorn Fish but no Rainbow Fish. I'm wondering if this is because Rainbow Fish are more rare, or because I don't have enough fishing to catch one (I'm only at GM). If anyone has any info on this (personal or official) it'd be greatly appreciated.
