Question on current ranking system

in this info Faction combat

i dont understand what the percentage means, for example, if you are rank 10
it says that your score is "99.1%-100%"..... percent of what?

please explain, im not understanding this...

I may be wrong but I believe it is like this:
For rank 10 your score must be in the highest one percentile of scores in said faction.

I think thats why people join alot of 0 score characters, to lower this number. Not positive though. Im not very active in factions

I suppose if some one has the highest score is 500 kill points then 10 ranks is 496 to 500 kill points.

This seems faulty, and I may be wrong. It may be if the average score is 500, then 496 and higher gets you rank 10.
