This item is obtained from the Primal Lich Champ Spawn area. To be honest and IMO should not be considered rare (none of these items should be) due to the fact it is and will continue to be obtainable in the future.

Not to mention that this will duplicate when u pop the spawn so nearly no work is need to get it.

the chances of that one particular item spawning are very slim, making it worth a lot
