Not really a rare it's a drop from the liche spawn. I think they are going for around 10 mil
It is a drop and hence not a rare, but I will tell you for some reason you definitely do not see them often yet. I bought mine several weeks ago and it was 30 mil and have not seen one since for sale. Maybe everyone is just keeping them, but I would say more than 10mil until they start showing up more.
