[Discussion] Partisan of Chaos???

i ran across a sash that is titled "Partisan of Chaos" i did some research on it but all i found was it was an item from a certain EM Event and it says there is not many in game and it's "frightfully expensive" (whatever that means). it also says its a symbol of saying "i am extremely wealthy and wish to flaunt it". so what i was looking for is some more information on it like what year it came about, roughly how many are in-game and of course a price. what would be the range a rare collector would pay for it?
