I have 110 parry on my mage. Do I have to have high dex for it to be of any use or is it some % based on how much dex you have.

I believe you need 80 dex to have the best chance of blocking.

With 120 parry

80 dex gives you 35% chance (max) to block a hit.
70 32%
60 29%
50 26%
40 23%
30 20%

Subtract 2-3% off each for 110 parry.
