It used to be GM, but didn't they recently change that?

Even at GM my LP has trouble with them sometimes.

If you don't mind breaking picks, they're good for training. I used them for the run from high 90's to GM.

The needed skill actually depends on the level of the chest. Paragon chests are one level above the normally dropped t-map by that particularly monster. So those chests range from lvl 2 to 6 and follow the normal skill requirements for lp.
Lvl 2 - 76 minimum
Lvl 3 - 84 minimum
Lvl 4 - 92 minimum
Lvl 5/6 - GM

When they made the t-map randomization change my lockpicker was only at about 97, but became able to open Miasma chests. I still broke some picks, but generally got it open on the fourth or fifth try.

Silverbird's info was correct before the changes, but all chests got easier with the changes. The level breaks still apply, they're just at different skill levels and I think level 5 & level 6 have different values now.

Someone needs to go to TC, get the skill check crystal ball from the Royal City, then go hunting in Ilshenar to get levels 1-6 chests, and start raising and lowering skills to see where the skill breaks happen.
