I bought a package of items, which I believe to be from Captain Lucky's IDOC, and I have inherited this strange decorative pile of dirt.

assuming there is no verified answer as to where it's from... if i had to take a guess, i'd say it was probably deco at an EM event that the moderator failed to lock down back before everything they set down became insta-locked. just a guess though.
