New Windows 7 Install Causing CC Lag?

So I installed Windows 7 over the weekend, along with a new quad core processor, new motherboard and 4GB of RAM. Everything else I've tested seems to run the same as before (under Windows XP) or better, though my testing has been limited by a poor quality stock cooler. UO however seems to be running much worse, with jagged lines appearing as I run, occasional slowdowns when running (could be my poor connection), and very laggy mouse movement. I'm happy to run the mouse in a seperate thread, but the jagged horizontal lines are very distracting. Could this be the end of the Classic Client for me?

My specs:

AMD Phenom II X4 955 Processor 3.2
Radeon HD 4870 graphics card
GA-880GM-UD2H motherboard
4GB DDR3 Corsair RAM
Windows 7 Professional 64bit
DirectX 11

Running in windowed mode, have tried running as Administrator, turning on reduce framerate option ingame etc etc.

the os is not the issue imho.
many including myself are running 7 ultimate 64 and don't experience that at all.

looking at your specs, your os supports dx11 but your gpu does not, but that's neither here nor there.

have you tried reinstalling dx8,9 and 10 ?

ive knowticed with windows 7, there video drivers.. at least with nivida.. are utter junk.. i would suggesting uninstall your vid drivers.. and test the game with just the basic windows 7 drivers on your card.. you might find it will run better.
