If I backup my current house then tear it down and place another somewhere else can I restore that houses design? Found a better location.

don't think that would work 
have never thought of trying it myself, but fairly certain the design is just for the foundation it sits on
not the answer you wanted, I know... take a lot of screenies and then rebuild, or build on test and hop back and forth, I do that a lot

That takes 15 days. Anyway I placed another house and no longer need this question answered.
Just for future reference, there is a moongate thing near the Brit bank that will age your character enough to place a house on test.
