I seen the above on a vendor and wondering how you make these? I have made the others, but not sure what this one is.

Do you need GM Cooking (or Alchemy) to mix plant pigments? My character has 95 Cooking but I get the message, "You lack the Alchemy or Cooking skills to mix so unstable a pigment."

not all of the pigments... you can mix a normal plant pigment with a dull red, and get a bright red, but i think you need to be gm to mix the black and the white pigments in

Can someone tell me exactly how to make Dark Green Natural Dye??

The color of the Dye is determined by the color of the Plant Pigment you use. For Dark colors, you need to use two Pigments. For Dark Green you combine a Black and a Green. For Dark Blue you combine a Black and a Blue.
