If you combine bleve jewerly (ring + brac) you will get 2-6.

So you will have a 1/6 because you have 2 -1s

The items separately give 1 fast cast. The two together give a total of 3.


Maybe the OP is using a town Buff? Too much math for me. His status screen will do the math.
